Secretary of State for General Secondary and Technical-Vocational Secondary Education (ESG-ESTV) Attends Certificate Presentation Ceremony for School Administrators

Oe-Cusse, September 30, 2026 — The Secretary of State for General Secondary and Technical-Vocational Secondary Education (ESG-ESTV), Mr. Domingos Lopes Lemos, Lic. Ed., MM., attended a ceremony for the presentation of certificates to school administrators, held at the Education Hall of the RAEOA-Oe-Cusse Ambeno Municipality.

During the ceremony, the Secretary of State highlighted the importance of training for school administrators—particularly in the areas of leadership, management, and professional responsibility—with the aim of improving the quality of educational services.

He emphasized that effective leadership begins with the example set by the leader; those in charge must serve as a reference for others through their attitudes, behaviors, and the way they carry out their duties.

“To lead means to set an example for others. We must demonstrate positive attitudes so that others can see and follow what we do.”

Furthermore, the Secretary of State stressed that being an educator is not merely a job or a civil service role, but a profession—a vocation—that demands dedication, responsibility, and a high level of commitment in the performance of one’s duties. He also urged school leaders to strengthen teamwork and collaboration in order to foster a strong and effective team spirit. He encouraged them to prioritize the interests of the service and institutional goals, working together to improve the quality of education.

The Secretary of State also noted that training initiatives of this nature provide an opportunity to refine mindsets, expand knowledge, and bolster the capabilities of school leaders, enabling them to make a more significant contribution to the future of education and the development of students. “Through your positive experiences and brilliant ideas, we can continue to contribute to teaching and preparing our children for a better future.”

The ceremony was attended by the President of INFORDEPE, representatives from the RAEOA Authority, the Second Commander of the PNTL in the RAEOA Municipality, the Director of Human Resources, the Inspector General, the Director of Education and Municipal Services for the RAEOA, as well as other participants.
